The City of Nepean is in the Region of Ottawa-Carleton, Canada's National Capital region. The mature urban areas of the city and the rapidly growing suburban community are separated by a greenbelt. In 1997, a Secondary Plan was approved by Nepean City Council for a 1,200 acre site, which is part of the South Urban Community (SUC).
Secondary Plan proposed a neo-traditional design, featuring higher municipal standards, a main street commercial district, and a grid road pattern. InfraCycle Software Ltd. was retained to perform a fiscal impact study of the life cycle costs and revenues over 35 years.
This study area contains an estimated 7, 280 dwelling units, with a net density for residential development of 27 units per net hectare (11 units per net acre). The future population of this planning area is estimated at 20,000, 5.42% of the area is commercial space. 56.3% of the study area is land that will be ongoing revenue, while 43.7% is land that will not generate revenues.Only costs that are the responsibility of the City of Nepean were calculated, and revenues that are directly attributable to the City. Life cycle costs include the capital, replacement, operating and maintenance costs over 35 years. Twelve service components were assessed.
